Bill has over 25 years of expertise in communications strategy and organizational planning. As a managing partner at Stratacomm, he oversees firm operations while managing a diverse portfolio of client engagements, delivering strategic counsel in communications, stakeholder engagement and organizational development.
He specializes in developing comprehensive strategies and leading campaigns that connect the right messages with the right audiences through carefully selected communications channels. His approach combines strategic vision with practical implementation, helping clients translate their goals into measurable outcomes.
Drawing on nearly three decades of experience in communications and advocacy—particularly in mobility, energy and public affairs—he guides organizations toward achieving their core missions. His facilitation and stakeholder engagement expertise enables him to build consensus and drive results across different sectors.
Bill served as senior counsel to the Energy Communities IWG, leading Stratacomm’s team in delivering integrated communications, stakeholder engagement and strategic advisory services to support economic, workforce, and community revitalization efforts. He also directed a multi-phased outreach initiative with the Energy Communities IWG, U.S. Energy Department and Treasury Department to promote the Section 48C tax credit, driving investment in America’s energy communities.
Before joining Stratacomm in 2001, Bill served as director of communications and government affairs for the American Highway Users Alliance (AHUA), where he led media strategy, public opinion research and external communications initiatives.
Bill earned a Bachelor of Arts in Anthropology from Davidson College.
